Ohio Judge Wins Election 
Using IP Targeting

BACKGROUND

It all started with a 2017 Ohio county judicial race. Being a small district, each vote was very impactful for both challengers. To assure a positive influence on voters, candidates needed to improve name recognition and ensure that when the time to vote came, they were the only choice in mind.

CHALLENGE

To guarantee victory on this down-ballot race, the candidate wanted every advantage possible. Equipped with our tech solution, the client could solidify an edge against their opponent through strengthening name recognition and increasing voter turnout.

SOLUTION

Since the race was in a relatively low population area, our technology platform was used hand in hand with 29:11 Strategies to develop a focused and relevant message for each household. With a very finite number of possible votes, ensuring voter turnout was also a key focus. Using IP Targeting, they were able to acquire a relevant list of 2,866 households to target, reserving 2,048 homes that weren’t targeted acting as a control group. By delivering the candidate’s digital ads to these households, RockWater was able to create a strong positive influence.
